The opioid epidemic along with reports of Fentanyl and other drugs has gripped our communities with fear and tragedy. There are hate based attacks plaguing our state and nation, such as the horrible racist shooting that took place at the Tops Grocery Store in Buffalo in 2022.We are faced with natural disasters such as flooding and wildfires and extreme storms.All of these have caused fear of living in a society that feels unsafe, and that fear has caused division, more conflict, and prevented us from moving forward as people demand contradictory responses to deal with all of these situations.While New York State has made advances to address the issues of gun violence, the opioid epidemic, and hate based crimes with common sense regulations of firearms, drug task forces, and task forces to study and address extremism in social media, these alone do not satisfy the overall goal of creating a safe and just society. Nor does the legislation passed to address the Climate Crisis fully address the other challenges to public safety that we live with everyday like catastrophic storms, pollution, or emergency healthcare events.Ensuring public safety is more than reacting to someone committing a crime. It's much more complicated than that.Public safety is achieved when we address the root causes of uncertainty, crime and emergency situations, have the appropriate response prepared when incidents occur, and have a plan for recovery and restoration after an incident takes place.<ul><li>Ensuring that we have a stable, sustainable economy in which everyone's basic needs are met, such as access to food, clean water, housing, education, childcare, healthcare, and transportation, we reduce the fear and uncertainty that leads to criminal behavior.</li><li>By updating and improving the infrastructure we depend on every day, we address the uncertainty that extreme weather brings, reducing flooding, power outages, erosion, and other concerns as well as address the outcomes of the increased rate of Climate Change.</li><li>Continuing to adopt and adapt laws and regulations, while still recognizing and respecting our rights, to address safety and health concerns such as gun and other violence, terrorism, extremism, Climate Disruption, pollution, and other concerns that are under human control keeps public safety as a priority actively being worked on in the state and reduces uncertainty in our society.</li><li>Investing in all of our emergency services, making sure our service members have the best training, are well compensated for their dedication and service, and making sure that the emergency processes we have ensure the appropriate response to situations allows us to have confidence in being able to deal with any emergency event.</li><li>Establishing better systems for recovery and justice is critical to ensuring public safety. When a catastrophic event occurs we need to know that we have the means to pick ourselves back up and continue living the lives that we desire. We can restore the power after the lines have been hit, rebuild after the flood, heal after a health emergency. It means that we can recover when a crime is committed, hold lawbreakers accountable, and, with a few exceptions for felonies, create a path to restoring the relationship between a person who has broken the law and the community.</li></ul>

The top concern for most of the people in the Finger Lakes has been public safety. People cannot thrive in a community where they are afraid and uncertain about their safety. Working to address the root causes of uncertainty and crime, supporting the emergency responders who answer when needed, and making sure we have a system for recovery allows us freedom from fear and enables us to move forward

Ensuring Public Safety

It is unfortunate that we live in a time where misinformation, disinformation, and lack of accessibility have created immense distrust between our government and ourselves. We have to remember that our government is not separate from We the People. Our government is us working together to "form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defense, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity." We have to be able to trust ourselves and the government we establish in order to overcome the challenges we face. Concerns like environmental protection, ensuring public safety, improving infrastructure, delivering an excellent public education, delivering better healthcare solutions, or any other issue will never receive the focus and work they deserve unless trust is established, which can be done by the following.<ul><li>Ensure accountability through open and accessible communication<ul><li>Conduct frequent Town Halls</li><li>Increase civic education regarding public offices and departments and how they interact</li><li>Meet with the People where they are to hear concerns, ideas, and enable people to have more direct participation</li></ul></li><li>Encourage participation in free, fair, and secure elections<ul><li>Support automatic and same day registration</li><li>Refine early voting and mail in voting processes</li><li>Explore ranked choice elections</li><li>Support transparent election auditing processes</li></ul></li><li>Ensure public funds are used to have the highest positive impact working for our communities in the most efficient manner<ul><li>Invest in infrastructure and programs that provide a foundation on which people feel secure and can build their success</li><li>Encourage and enable shared services to reduce costly redundancies</li><li>Ensure Aid to Municipalities is funded to invest in and empower local governments to better serve the needs of their unique communities</li><li>Rebalance our tax system</li></ul></li></ul>

Before we can do anything to move forward we have to re-establish the relationship between the People and Our Government. We have allowed ourselves to be divided and led into constantly fighting amongst ourselves and our government.Moving forward means increasing transparency, accessibility, and participation so the government is held accountable and serves all of the People.

Building Trust

There are reports showing that the rural areas of New York State contribute at least $3 Billion to the state's economy. Rural areas produce food, fiber, and energy that are consumed by the whole state and nation. We contribute to tourism and active outdoor lifestyles. We contribute to technology and manufacturing. We also are comprised of the forests, wetlands, and other wild areas that contribute to fresh air, protect communities from many of the effects of extreme weather, and act as a carbon sink that can help to mitigate the Climate Disruption we are currently living through.<img src="https://run.imgix.net/7dfd616b-1aba-4eea-96d0-3f11f0ce920d/b40e42cf-19ca-457a-bc30-469bad10acef/271cc822-e817-454b-92fb-3fff6d3256e6.webp?ixlib=js-3.8.0&amp;bri=0&amp;con=0&amp;sat=0&amp;high=0&amp;shad=0&amp;usm=0&amp;rect=0%2C0%2C2730%2C2774&amp;w=1500" alt="" title="" caption="" align="left" alignwidth="40" tiltdirection="left" variant="framed">These contributions mean we deserve a strong voice at the table where our state's work gets done, but that voice needs to reflect the values that made our rural communities a success in the first place.Our communities exist and thrive thanks to rural values of compassion, innovation, collaboration, and stewardship. The homes, the farms, the halls in which we gather, the markets, and the roads that connect them all come from seeing a potential in the land we live and how people can successfully live there, working together to build and maintain that vision, and recognizing that we must preserve the land as well as live on it so future generations can thrive.With those values and by addressing New York State's pervasive challenges with rural areas in mind we can deliver more practical plans to overcome challenges and move forward in ways that benefit everyone. We can overcome the challenges that act as a barrier to success, such as housing, healthcare, food insecurity, transportation, and connective infrastructure.

Too often the rural areas of our state are left out of the work being done for us by New York State, and our needs are not being met.Yet the state depends on our rural areas and their contributions to the culture, and economy of the state.There is opportunity for rural areas like the Finger Lakes to thrive, but only with representation that actively seeks collaboration instead of opposition.

Amplifying the Rural Voice

Most important is the freedom of every citizen to shape their lives and beliefs as long as they do not infringe on the rights and safety of others. This value has helped define the American culture throughout its history.Our government and laws were created with our freedoms in mind and our rights are defined in those laws. As our country grows, the laws to protect our freedoms are sometimes challenged at the federal, state, and local levels.In NYS all residents have the following civil rights which align with the American values of freedom, justice, and opportunity for all.<ul><li>All NYS citizens have the right to participate without restrictions in our democratic government through their vote.</li><li>All NYS residents have the right to a quality education that helps children grow into productive citizens who can become informed voters and productive members of their community.</li><li>All NYS residents have the right to respect and protection under the law no matter what their skin color, religion, immigrant status or gender identity.</li><li>All NYS residents have the right to due process if they are arrested. This means the right to a speedy and fair trial with an impartial jury of one’s peers, the right to an attorney, and the right to know what you are charged with and who has accused you.</li><li>All NYS residents have the right to return to their everyday lives while awaiting trial unless the accused crime is a violent felony.</li><li>All NYS residents have the right to clean air and water, and a healthful environment. (The Environmental Rights amendment to the Bill of Rights of the NYS Constitution)</li></ul><ul><li>All NYS individual and family residents who meet low-income eligibility have the right to apply for free comprehensive health care. I believe that Comprehensive health care is a right of every resident in New York, but it is not yet fully recognized as such in our laws. The&nbsp;New York Health Act&nbsp;(NYHA) would create a single-payer system with the goal&nbsp;of&nbsp;providing universal healthcare&nbsp;for all&nbsp;New York&nbsp;residents.</li><li>All NYS residents have the right to choose what happens with their own private, personal healthcare decisions. This includes rights to contraception and the right to an abortion up to and including 24 weeks of pregnancy. After 24 weeks, a resident can still get an abortion if their health or pregnancy is at risk.I have worked in collaboration with many groups in our area to promote, preserve, and protect the rights of everyone living in New York State. As a New York State Senator, I will continue that dedication to recognizing, preserving, and protecting our rights and liberties.</li></ul>

In a democracy, we believe it is the purpose of government to strive to make the values and rights of freedom, justice, and opportunity a reality for all. Freedom of expression, freedom of religion, rights to education, healthcare and health decisions, and justice are guaranteed in New York State and the United States and we must always preserve and protect our rights.

Protecting Rights

We are always concerned about the economy and making sure that families and individuals have the opportunity and ability to live a prosperous life of their choosing as free from poverty as we can get. How we achieve the goal has been the subject of debate for over 100 years. If this was a simple goal it would have been achieved long before now. It is a complex goal with lots of intersections in areas of education, public safety, environmental stewardship, and justice.Our state's role in the economy is to provide a foundation for a sustainable economy "meeting the needs of the present without compromising the ability of future generations to meet their own needs" (1987 United Nations Brundtland Commission definition of sustainability). This foundation has to build from the ground up in order to support the individuals, businesses, and communities that will act, in their turn, to form the rest of the system.The foundation must address the following-<ul><li>Environmental Sustainability<ul><li>Ensuring responsible use of natural resources</li><li>Reducing waste and pollution</li><li>Conserving the life and biodiversity that makes up our ecosystem</li></ul></li></ul><ul><li>Social Sustainability<ul><li>Ensuring equity and equality in all of our systems</li><li>Guaranteeing that people are heard and included in how our society moves forward</li><li>Recognizing, preserving, and protecting everyone's rights</li><li>Ensuring that all peoples' basic needs are met</li></ul></li><li>Economic Sustainability<ul><li>Enabling and empowering people to lift themselves out of poverty</li><li>Building and strengthening the middle class</li><li>Ensuring that businesses are supported with necessary infrastructure</li><li>Encouraging a circular systems approach to doing business in the state</li></ul></li></ul>Consistently standing in our way of achieving a truly strong and sustainable economy is a movement that refuses to build the economy from the bottom up, absolutely ensure that the basic needs for life are met for everyone in our state, and ensure that people have the opportunity and ability to provide a prosperous life for themselves. We can overcome that barrier by electing people, like myself, who will actively work for ways that combat poverty and give people the means to lift themselves up.Investing in education and workforce development - Workforce development is more than providing the technical skills necessary to perform a job. It is also ensuring that a person can feel purpose in their chosen career, feel secure that the career will provide for the life they want to live, and feel that they can adapt if the job or their needs change. It is because of this that we have to invest in education at all levels to empower people of all ages with the knowledge, skills, critical thinking, and creativity necessary to get or create good jobs for themselves.We have to invest in programs that open doors for everyone, so we invest in public schools for our children, trade schools, and colleges for adults, and we make that accessible to everyone no matter the circumstances of their birth. This is why we have public education and the SUNY and CUNY systems. We can ensure that these systems are working for us and delivering the skills and education necessary for people to provide a good life for themselves.Investing in infrastructure to eliminate barriers to success and create jobs - By investing in infrastructure we are creating well paying and steady jobs while building a foundation with transportation, public health, energy, and environmental resiliency on which other individuals and firms can grow. Without that infrastructure in place workers can't work, business can't be done, and the leisure activities we enjoy can't happen.Ensuring that everyone's basic needs are met and affordable- We should recognize that the circumstances of life sometimes cause disruptions that can make a person's life unstable, threaten their ability to provide many things such as housing, food, clothing, transportation, or healthcare. We can reduce poverty, and thereby create stability and reduce the trauma that can have devastating public safety effects, by investing in policies and programs that ensure that basic needs are met.<ul><li>A single payer healthcare system, such as the New York Health Act, ensuring that healthcare is accessible no matter the financial situation a person finds themselves in</li><li>A universal child care system can allow families the security of knowing that they can take advantage of job opportunities without endangering their child's well being while also educating them.</li><li>Developing a public transportation system that adapts to the needs of the community, such as the unique transportation needs in rural communities, assures people that they can get to where they need for work, shopping, and entertainment</li><li>Ensuring that New York State has a minimum living wage that is indexed and automatically rises to meet cost of living increases allows people the security of knowing the work they find will provide for their lives and gives hope that they can always do better as our society moves forward.</li><li>Creating an economic development plan that gets capital to small business in the form of startup loans, operational microloans, and grants for businesses that contribute to the community's basic needs (such as farms) fosters innovation and growth for our communities.</li><li>Developing a truly progressive tax system that reduces the burden for lower and middle income families ensures that they have the money in pocket to better provide for themselves, yet still maintains the resources for the infrastructure and programs necessary for success.</li></ul>This is a time of opportunity where we can create a good, balanced partnership between public and private projects, each attending to their roles to achieve a healthy world that sustains life and a free and prosperous society with a robust middle class. This is a time we can move forward together and see a society that is sustainable for many generations.

New York State, and the Finger Lakes in particular, is an incredible place to live, work, play, and raise a family. With the right investments in education, infrastructure, and development we can ensure a strong and sustainable economy that provides for everyone's basic needs, enables people now and in the future to improve and achieve the lives they choose.

Who is Scott Comegys?

By understanding that we all succeed if we help all those around us succeed he earned the respect and trust of his staff and colleagues.In 2012 Scott and his wife, Bethany, built an alpaca farm in Palmyra, NY, making a dream they had into a reality. The idea behind the farm was to establish a place that held to sustainable farming practices with a product that had sustained an entire culture for millennia.While working hard at his farm he also re-entered school at Monroe Community College and earned his degree in Sustainability Studies in 2016. Both working at his farm and working for his degree gave him profound insight into the challenges our society is facing, but when his eldest child turned 18 in 2016 he had a realization that they did not have the same opportunities as a young adult that he did. That realization, more than anything else, inspired him to come forward and work for everyone's ability to overcome the challenges we face.Since then he has worked in the public sector as a clerk to the Palmyra Assessor, worked with NYS Public Health during the Covid Pandemic, was certified as a NYS Citizen Public Health Leader, and has organized to promote Women's Rights, the Rights of People of Color, Labor Rights, the New York Health Act, Justice Reform, Sustainable Agriculture, and Climate Justice.

"Things are supposed to improve from generation to generation. I want my kids to have full, healthy, and prosperous lives. I want everyone's kids to have full, healthy, and prosperous lives. I want the same for everyone now. To move forward I have to work towards that goal."

Wagenhauser, &nbsp;Comegys, and Schuler Bring Energy and Diverse Experience&nbsp;&nbsp;<img src="https://run.imgix.net/7dfd616b-1aba-4eea-96d0-3f11f0ce920d/5f4a3d8c-c338-4552-b268-2ccadae4f48b/83046032-45c4-4681-811f-672250d2975d.webp?ixlib=js-3.8.0&amp;bri=0&amp;con=0&amp;sat=0&amp;high=0&amp;shad=0&amp;usm=0&amp;rect=0%2C0%2C4096%2C3072&amp;w=1500" alt="" caption="" align="center" alignwidth="40" variant="base">Lyons, NY, February 13, 2024—Members of the Wayne County Democratic Committee met on February 10 to designate candidates for State and Federal elections this November.&nbsp; Endorsed by the Committee were: David Wagenhauser, Congressional District 24; Scott Comegys, NYS Senate, District 54; and James Schuler, NYS Assembly, District 130.&nbsp; In a packed meeting room at the County Public Security Building, committee members had the opportunity to hear from each candidate and to ask questions before voting to endorse each of the candidates.&nbsp;David Wagenhauser is a native of the Brockport/Spencerport area and former legislator for the Village of Brockport with extensive experience as a public interest attorney in Washington, D.C. and in managing Congressional and other races. Personally and professionally, he is well-versed in the special challenges facing individuals and businesses in rural Finger Lakes communities.&nbsp; David wants to change how those communities are served in Congress, emphasizing finding “common ground for the common good.”&nbsp;Scott Comegys is an alpaca farmer in Palmyra as well as a sustainability and public health advocate. He has managed a number of successful operations throughout the Finger Lakes and has public service with the Town of Palmyra in the Assessor's Office. This is his 4th time running for state legislative office; his goal is the help transform New York State&nbsp;and the Finger Lakes as a place where "everyone can successfully live the lives they choose as their genuine selves with prosperity, dignity, security, and justice."&nbsp;James Schuler is a widely respected resource to community and elected leaders within Wayne County and New York State.&nbsp; He is the Assistant Director at Youth Advocate Programs and&nbsp; Director for Wayne County My Brother's Keeper, an organization aimed at closing education and opportunity gaps for boys and young men of color.&nbsp; He is the founder and manager of the Wayne County Unity Festival and has led and supported Juneteenth celebrations within the county. James’ actions underscore his vision of "a community that resonates with vibrancy, inclusivity, and empowerment.”

<h2>What, exactly, do alpacas have to do with the New York State Senate?</h2>Good question!Scott Comegys is an alpaca farmer and creating his alpaca farm was one of the reasons that he and his wife moved to Palmyra in Wayne County, NY. We've had past Congressional and local candidates and hope to see more participate!

I would just like to remind everyone on this Earth Day 2024 that supporting fracking in the Finger Lakes is possibly the worst position I’ve heard GOP state legislators take while also claiming to want to preserve the beauty and health of the lakes.
